The Request to Speak (RTS) Program allows members of the public to make comments and give their position on bills being considered in Legislative Committees at the Arizona House and Arizona Senate. After you are registered for the Request to Speak program, the system will allow you to sign-up online to speak on or indicate your support or opposition for a bill that is scheduled for a Committee Hearing. By submitting the information on this form, an account can be created for you. Once your account is activated, you will receive the “Request to Speak Manual” by e-mail and you can comment on bills being heard in Committee through your online access.
